Mark Dumoff, Founder & CEO 
Mr. Dumoff brings over 25 years of leadership, innovation, business development, technology expertise and customer communications to the Company.  His strategy and execution skills have fueled successful and profitable new business ventures at Bowne & Co., RR Donnelly/Moore Corporation and General Electric. In 2005, Mr. Dumoff and his 13 year old son Matthew, co-founded Healing Spaces, a 501 (c) 3 non-profit organization whose mission is to Bring Healing to Home of children from underprivileged circumstances who are fighting cancer, by creating personalized Dream Bedrooms in their homes.  Mr. Dumoff’s passion for improving the quality of life and wellbeing and promoting informed independence for all people, drives his vision for DocInsight.

Bruce Dees, Chief Operating Officer
Mr. Dees brings over 25 years of senior management leadership experience across the healthcare industry, from health plans and hospitals to national insurers to managed services organization. Most recently, at Partners in Care, Mr. Dees was the Executive Vice President, responsible for developing, negotiating, and closing performance-based risk and incentive deals worth $50M. He developed and negotiated provider and ancillary network incentive arrangements, and directed the firm’s marketing, legislative, regulatory and compliance efforts. Mr. Dees is also Principal, Applied Health Strategies, a professional consulting firm dedicated to bringing tactical, experience-based solutions to the complex health related matters facing providers, employers, and health plans.

Haroldo V. Williams, Chief Technology Officer
Mr. Williams brings over 25 years of experience as a multi-national business executive leading client facing enterprise operations and technology organizations, most recently as VP, Global Technology Services with Pitney Bowes Management Services, and VP Enterprise Operations with R.R. Donnelley-Bowne & Co.. Mr. Williams has deep expertise and a repeatable track record of performance developing strategy, planning and implementation of Solutions Integration and Business Process Outsourcing (BPO) initiatives for Fortune 500 clients spanning the Financial Services, Insurance and Healthcare markets.  Mr. Williams is well versed helping clients design and implement scalable, world-class technology platforms and applications.  He is proficient at business integration, from business acquisitions & mergers, to plant & operations consolidations. His specialist skills in leading personalized, multi‑channel (online/mobility/print) business communications solutions development and services, in HIPPA and SEC compliant environments, are an added value to our Company and clients.

Hymin Zucker, M.D., Chief Medical Advisor 
Dr. Zucker, a practicing internal medicine physician for more than twenty years, is one of the nation’s leading authorities and innovators on physician protocols, providing quality experiences to patient care while reducing unnecessary costs.  Dr. Zucker recently served as the founding Chief Medical Officer for a 32,000 Medicare Beneficiary physician-owned, and funded ACO in Florida.   This ACO had greater than 100 participating primary care and 95 specialty physicians, and was a top performing ACO earning a Medicare Shared Savings Program payment in 2013 of $33Million.

Dr. Zucker has successfully implemented primary care models for Provider Service Networks, a Medicare Advantage risk population of 60,000 patients.   In 2009, his organization was recognized as the first NCQA Patient-Centered Medical Home certified in Florida.  He also organized 70 Primary Care Providers, serving an additional 20,000 patients under the MSO. Dr. Zucker has established Medicare Advantage Plans, contracting with 120 PCP’s and over 100 specialists throughout Florida.  In addition, he has successfully developed Primary Care and Specialist Networks to meet Medicare Advantage Plan (MAP) application requests and obtained licensure.

Dr. Zucker’s knowledge has established ground-breaking physician performance evaluation models which measure efficiency, quality and continual improvements to healthcare including the development and training program on accurate submissions of ICD-9 codes.   His pay-for-performance program measures physician performance, patient satisfaction, and on-going communication programs aimed at ensuring the delivery of the right care to the right patient at the right time.

Dr. Zucker is a founding member of Florida Association of ACO’s (FLAACO), a member of the Centers for Medicare and Medicaid Services (CMS) and a member of the Brookings Institution’s ACO Learning Network, where he is involved in the physician-led ACO Innovation Exchange. Dr. Zucker has a bachelor’s of science degree from Stony Brook College, New York, a Master’s Degree in Nutrition from the University of Nebraska, Lincoln, and a Doctorate in Medicine from New York Medical College.  He completed his residency in Internal Medicine at Lenox Hill Hospital, New York.   He holds certifications from the American Board of Internal Medicine, the American Board of Managed Care Physicians, and the American Board of Quality Assurance and Utilization Review Physicians.

Dr. Arthur Culbert, Advisor
Dr. Arthur Culbert is a trustee at the Saint Louis College of Pharmacy and holds faculty appointments at the Saint Louis School of Public Health and the University of Missouri School for the Health Professions. Dr. Culbert founded and served as the President and Chief Executive Officer of Health Literacy Missouri, the world’s largest non-profit community organization dedicated entirely to improving health through health literacy. Dr. Culbert is a past member of the Institute of Medicine’s Roundtable on Health Literacy and designated Health Care Hero by the Saint Louis Business Journal.  Dr. Culbert speaks nationally and internationally on health literacy and advises large and small for profit and not for organizations on health literacy. Prior to his career in St. Louis, Missouri Dr. Culbert served for 31 years as a faculty member and a dean at the Boston University Schools of Medicine and Public Health. Dr. Culbert resides in St. Louis with his wife and two daughters. Dr. Culbert is an avid health enthusiast and gardener that he combines in managing a community garden for a local food pantry.

Howard Moskowitz, PhD., Advisor
Dr. Howard Moskowitz is the CEO of i-Novation Inc., as well as President of Moskowitz Jacobs Inc., a firm he founded in 1981. Dr. Moskowitz is both a well-known experimental psychologist in the field of psychophysics and an inventor of world-class market research and predictive behavior technology. Dr. Moskowitz graduated Harvard University in 1969 with a Ph.D. in experimental psychology. Prior to that he graduated Queens College (New York), Phi Beta Kappa, with degrees in mathematics and psychology.  He has written/edited sixteen books, has published well over 300 articles and serves on the editorial board of major journals.
